Catalonia is a creative, entrepreneurial and open country, with a growing international presence and an innovative and diverse economy. A circular economy represents gains in resilience, close links with local natural assets and new opportunities for most sectors. It reinforces competitive advantage through improving the use of resources, developing new activities and quality jobs, and could act as a fundamental vector of competitiveness through innovation and efficiency. The Government, along with its key economic and environmental agencies, (Agency for business competitiveness, ACCIÓ, Catalan Waste Agency, Catalan Water Agency and Catalan Institute of Energy) is taking a big step forward in developing a integrated framework of policies and instruments in this direction.
The Strategy for Smart Specialization of Catalonia (RIS3CAT) was approved by the Government of Catalonia in February 2014.
RIS3CAT guarantees the promotion of circular economy through four main lines of action: a) the integration of circular economy into seven leading sectors, with specific initiatives driven by a private public steering committee that enables their efficient implementation, b)
to support emerging activities related to circular economy, c) to develop opportunities arising from cross-cutting enabling technologies, d) to boost an innovation ecosystem that prioritises eco-innovation.
The Government agency for business competitiveness, ACCIÓ, is coordinating the execution of the new initiatives of the seven industrial strategic sectors.
The Catalan Ecodesign Programme is helping companies to incorporate environmental aspects.
The Waste Agency of Catalonia has developed the new General Waste and Resource Management and Prevention Programme 2013- 2020 with a circular economy approach.
The Catalan Office for Climate Change has developed several initiatives, including, amongst others, the Voluntary Agreements Programme and the Catalan Energy and Climate Change Plan 2012-2020.
The Catalan Institute of Energy has implemented policies supporting renewable energies and efficient energy use. Through the Catalan Water Agency, the Government has promoted an ambitious policy to improve the quality of Catalan water resources.
In terms of public procurement, the Government of Catalonia promotes initiatives that ensure environmental sustainability.
