Establishment or revision of legal measures, including bans or restriction on specific categories of plastic packaging and/or products considered problematic or unnecessary: A ban on bottled water in canteens catering to employees of the City of Copenhagen has been decided in January 2021. The ban must be introduced no later than when the various canteen tenders are re-offered. This is on top of the ban of bottled water at meetings and events hosted by the City which has been in place since 2009.

The City of Copenhagen has eliminated single use plastic products as defined by EU single use directive in the City of Copenhagen procurement solutions.

Changes to public procurement to support products without problematic or unnecessary plastic: In December 2020 it was politically discussed and decided:

1. have a status of all of the City’s administration efforts to limit single use plastic products

2. to make a plan of how to further advance this phase out in public tenders.

Changes to public procurement to support products without problematic or unnecessary plastic: An initiative that organizes procurement in categories is expected to provide coordination in the implementation of political objectives and legal requirements including plastic initiatives in the public tenders and support phasing out SUP.

Piloting or scaling up of reuse solutions/systems: Copenhagen is involved in dialogues with industry associations, startups, local companies, and national authorities about how to promote reusable take-away packaging.

The city of Copenhagen is actively working to establish test-zones for reusable take-away packaging in areas of the city with high take away activity. The project is to be further detailed in 2021.

Changes to public procurement to support reuse solutions/systems: Part of the overall mandatory demands in the City of Copenhagen guidelines for sustainable procurement is to require returnable, reusable or recyclable packaging in tenders with an emphasis on the two first categories for transport packaging.

Encouragement of voluntary actions: As part of the project on reusable take away packaging test zones voluntary action are necessary as the City, as a public entity, cannot promote a single food company or packaging solution.

Piloting or scaling up of reuse solutions/systems: For major events held on municipal owned areas in Copenhagen we aim to achieve 100% reuse cups or packaging from the national deposit return scheme by 2024.

For take away containers (cups and tubs) we aim to establish three test zones within the City of Copenhagen within the coming reporting period. This includes quantifying potential effect and number of people reached.

Changes to public procurement to support reuse solutions/systems: Progress on the implementation of the City of Copenhagen guidelines on tenders regarding sustainable procurement will be continuously evaluated. Best cases and new learnings will be shared across the City’s administrations. Quantification of effect are being investigated.

Second quarter of 2021 the City carried out a large tender for fresh food procurement using new guidelines on demands for recyclable packaging. The contract now includes 60 % of plastic packaging in fully recyclable PET.

Promotion of collaboration with the private sector, including small and medium-sized enterprises, and civil society organisations: Sustainable Bottom Line 2.0 is a partnership that started on 1 May 2019 - a three-year project supported by EU regional fund resources. Sustainable Bottom Line 2.0 offers 36 small and medium-sized companies in the City of Copenhagen a course where they develop green business models within circular economy, value chain cooperation and energy and resource efficiency.

Changes to public procurement: Work further to integrate recyclable packaging in fresh food procurement.

We will start a monitoring process on progress on single use plastic reductions throughout the administrations of the City.

We will engage in collaboration with the Danish Deposit Return Scheme to include collection of deposit bottles at public institutions like kindergardens and schools.

The collected household plastic waste is exported to certified European facilities for sorting and recycling.

The City of Copenhagen does not have a systemen or model for monitoring plastic leaked into the environment.

Investment in infrastructure: We will invest 52 mio Euroe (2018-2024) in infrastructure to increase waste collected for recycling. Among other things 750 waste sorting hubs in public spaces to expand capacity and accessibility for household waste recycling by 2024.

We plan to invest in a presorting facility for residual waste to divert recyclable material from incineration by 2024. Currently new national legislation is delaying our investment.

Support for products containing recycled plastics through public procurement: Revision the City of Copenhagen guidelines to green public procurement has expanded to include plastic products and not only plastic packaging. This goes for tenders for waste bins for example.
